Local Traffic Committee

Transport for NSW is the legislated organisation responsible for the control of traffic, including speed limits, on all roads in NSW from motorways to local streets. All these roads require the control of traffic, which includes regulatory signs, or through traffic control facilities, such as medians. Transport for NSW delegates aspects of traffic control on local roads to councils.

The Local Traffic Committee is primarily a technical review committee that advises Council on traffic control matters referred to Council. These matters must be related to prescribed traffic control devices or traffic control facilities under Council's delegated authority. The committee is made up of four formal (voting) members: a Councillor, a NSW Police representative, an RMS representative and the local State Member of Parliament (MP) or their nominee.

How does the committee operate?

Council must refer all traffic related matters to the Local Traffic Committee prior to exercising its delegated powers. Matters related to classified roads or functions that have not been delegated to the Council must be referred directly to Transport for NSW or relevant organisation. Transport for NSW may seek the views of the Council on classified road traffic issues via the general traffic advice process.

The Local Traffic Committee considers the technical merits of each proposal it receives and ensures that the proposal meets current technical guidelines. When considering a proposal, each formal member of the committee is entitled to one vote. These votes must be recorded as part of the meeting minutes if the decision is not unanimous.
 
The committee has no decision-making powers and a Council is not bound by the advice. Should Council decide to proceed with a proposal that does not have the unanimous support of the committee Council must notify Transport for NSW and NSW Police in writing and wait 14 days from that point before proceeding.

The Local Traffic Committee can consider the following items, under their Transport for NSW delegated functions:

  • Temporary road closures for some special events and construction projects, such as street parades, fun runs and community celebrations;
  • Regulatory road signs and marking, including parking restrictions;
  • Pedestrian crossings and median and traffic islands;
  • Traffic calming measures, such as speed humps.

Note: Transport for NSW retains sole responsibility for all speed zones and traffic lights on NSW roads and directly regulates traffic management on all State roads, including highways. The Local Traffic Committee cannot make any decisions or recommendations on these matters.

Local Traffic Committee meeting dates

The Mid-Western Regional Council LTC meets once each month, except January. Currently the nominated meeting date is the third Wednesday of each month, however this is subject to change, depending on the availability of committee members.
